Charity in Action, Inc. is a Philippine-based Catholic ministry serving students and communities in Northern Samar. Founded in 2023 and led by Rev. Fr. Fred I. Placa, the organization forms young leaders through scholarship support and ongoing servant-leadership formation.
We believe every scholarship is an investment in a resilient community — and that leadership formed in gentleness transforms the places it calls home.
Rev. Fr. Fred I. Placa founded Charity in Action in 2023. The ministry makes its home at the University of Eastern Philippines in Catarman, Northern Samar, where formation weekends and scholarship support meet students where they are.
